aarch64: Add memory layout for AArch64
This commit adds the memory layout design for AArch64 in `arch/src/aarch64/layout.rs` and related changes in `arch/src/lib.rs` to make sure this commit can build. Signed-off-by: Michael Zhao <michael.zhao@arm.com>
