Sebastien Boeuf 7c917c0e74 tests: Re-enable test_ovs_dpdk 
Re-enable the OVS DPDK integration test by assigning both VMs to the
NUMA node 0. This ensures the processes are being run on NUMA node 0,
preventing OVS DPDK from abnormal functioning.
