libvirt-qemu: use unsigned flags

Like commit 1740c381, but for libvirt-qemu.

* src/remote/qemu_protocol.x (qemu_monitor_command_args): Adjust
type to match API.
* src/qemu_protocol-structs: Update accordingly.
