Always build in python/ subdir.

* configure.in (PYTHON_SUBDIR): Don't set.  Remove all uses.
* Makefile.am (SUBDIRS): Hard-code "python" here.
(tests): Test equivalent "$(pythondir)", not @PYTHON_SUBDIR@.
