Add API for 'stop' monitor command

* src/qemu/qemu_monitor.c, src/qemu/qemu_monitor.h: Add a new
  qemuMonitorStopCPUs() API
* src/qemu/qemu_driver.c: Replace direct monitor commands for 'stop'
  with qemuMonitorStopCPUs()
