virsh: Use virNodeGetCPUMap if possible

Modified the places where virNodeGetInfo was used for the purpose
of obtaining the maximum node CPU number. Transparently falling
back to virNodeGetInfo in case of failure.
Wrote utility function vshNodeGetCPUCount to compute node CPU
number.
