build: always include sanitytest in tarball

The libvirt 1.0.5 tarball is missing a file which renders 'make
check' broken; first reported on list by Guido Günther.

* python/Makefile.am (EXTRA_DIST): Hoist sanitytest.py out of
HAVE_PYTHON conditional.
