Rename ifaceGetIPAddress to virNetDevGetIPv4Address

To match up with the existing virNetDevSetIPv4Address, rename
ifaceGetIPAddress to virNetDevGetIPv4Address

* util/interface.h, util/interface.c: Rename API
* network/bridge_driver.c: Update for API rename
