node_device_conf: Don't prealloc @vfs in virNodeDeviceGetPCISRIOVCaps()

The array of virtual functions @vfs in
virNodeDeviceGetPCISRIOVCaps() is allocated twice: the first time
during its declaration and the second time inside
virPCIGetVirtualFunctions() which leads to a memleak:
