conf: Rename some device_conf predicates

The affected functions are

  virDeviceInfoPCIAddressWanted()
  virDeviceInfoPCIAddressPresent()

which get renamed to

  virDeviceInfoPCIAddressIsWanted()
  virDeviceInfoPCIAddressIsPresent()

to comply with the naming convention used for other
predicates.
