qemu: assume QEMU_CAPS_MACHINE_KERNEL_IRQCHIP

Browse Source 
Even though we only allow this option on x86,
all QEMUs report the command line option.

Added in QEMU v1.1:
6a48ffaaa7 "kvm: Activate in-kernel irqchip support"

Remove the pointless capability.
