qemu: Fix coldplug of vcpus
virDomainDefSetVcpus was not designed to handle coldplug of vcpus now that we can set state of vcpus individually. Introduce qemuDomainSetVcpusConfig that properly handles state changes of vcpus when coldplugging so that invalid configurations are not created.
