util: Fix virpci compilation on non-Linux
We were mistakenly skipping virZPCIDeviceAddressIsEmpty() and virZPCIDeviceAddressIsValid() when compiling on non-Linux, which unsurprisingly ended up causing linking failures later in the build process.
