Make QEMU hotplug use cached qemu capabilities data

* src/qemu/qemu_hotplug.h, src/qemu/qemu_hotplug.c: Remove
  qemuCaps parameters from all methods
* src/qemu/qemu_driver.c: Don't create & pass qemuCaps to
  hotplug methods
