nodedev: add RDMA and tx-udp_tnl-segmentation NIC capabilities

Adding functionality to libvirt that will allow
it query the interface for the availability of RDMA and
tx-udp_tnl-segmentation Offloading NIC capabilities

Here is an example of the feature XML definition:
