libvirt: Introduce virDomainGraphicsReload API
The new virDomainGraphicsReload API is used to make the domain reload its certificates without restart, and avoid service interruption. Currently, only QEMU VNC TLS certificates are supported, but flags are also reserved for subsequent scenarios.
