qemu_cgroup: Don't ignore ENOENT in qemuCgroupAllowDevicesPaths()

There's no need to skip over ENOENT error in
qemuCgroupAllowDevicesPaths(). The path must exists when
qemuCgroupAllowDevicePath() is called because of virFileExists()
check done right above.
