qemu_driver.c: use virReportSystemError in place of some qemudLog uses

...thus eliminating many uses of strerror.
(kvmGetMaxVCPUs): Rather than merely warning, diagnose an error
and return -1 upon failure to open KVM_DEVICE.  Suggested by
Daniel P. Berrange.
