Subject: [PATCH] virsh: add start --paused support

Make 'start --paused' mirror 'create --paused'.

* tools/virsh.c (cmdStart): Use new virDomainCreateWithFlags API
when needed.
* tools/virsh.pod (start): Document --paused.
