qemu: support starting persistent domain paused

Match earlier change for qemu pause support with virDomainCreateXML.

* src/qemu/qemu_driver.c (qemudDomainObjStart): Add parameter; all
callers changed.
(qemudDomainStartWithFlags): Implement flag support.
