qemu: Move @prealloc into qemuBuildMemoryGetPagesize()

The qemuBuildMemoryGetPagesize() function has everything is needs
to decide whether preallocation is needed or not. Move the logic
from qemuBuildMemoryBackendProps() into
qemuBuildMemoryGetPagesize().
