build: use correct rpc.h for lockd

On cygwin, the build failed with:

./rpc/virnetprotocol.h:9:21: fatal error: rpc/rpc.h: No such file or directory

* src/Makefile.am (lockd_la_CFLAGS): Add XDR_CFLAGS.
