conf: cpu: add limit for maxphysaddr

Add a limit attribute to restrict the maximum physical address bits
that would be used for the guest CPU:

   <cpu mode='host-passthrough'>
     <maxphysaddr mode='passthrough' limit='39'/>
   </cpu>
