Expose MTU management APIs

Browse Source 
The MTU management APIs are useful to other code inside libvirt,
so should be exposed as non-static APIs.

* src/util/bridge.c, src/util/bridge.h: Expose virNetDevSetMTU,
  virNetDevSetMTUFromDevice & virNetDevGetMTU
