vircommand: Drop unused arguments from virCommandMassCloseGetFDs*()

Browse Source 
Both virCommandMassCloseGetFDsLinux() and
virCommandMassCloseGetFDsGeneric() take @cmd argument only to
mark it as unused. Drop it from both.
