enforce sane readdir usage

Now that all clients have been adjusted, ensure that no future
misuse of readdir is introduced into the code base.

* cfg.mk (sc_prohibit_readdir): New rule.
* src/util/virfile.c (virDirRead): Exempt the wrapper.
