virsh: split out virsh-pool.c

More in a series of file splits.

* tools/virsh-pool.h: New file.
* tools/Makefile.am (virsh_SOURCES): Build it.
* tools/virsh.c: Use new header.
* tools/virsh-pool.c: Likewise.
(virCommandOptPoolBy): Fix flag usage.
