qemu: Move vm->persistent check into qemuDomainRemoveInactive

So far we have the following pattern occurring over and over
again:

  if (!vm->persistent)
      qemuDomainRemoveInactive(driver, vm);

It's safe to put the check into the function and save some LoC.
