virDomainFeaturesDefParse: Use virXMLPropUInt

This strictens the parser to disallow negative values (interpreted as
`UINT_MAX + value + 1`) for attribute `retries`. UINT_MAX holds no
special significance for this attribute and is distinctly out of range
for normal use.
