Implement check whether (maximum) vCPUs doesn't exceed machine
type's cpu-max settings.
On older versions of QEMU the check is disabled.

'virsh capabilities' will now include a new <memory> element
per <cell> of the topology, as in:

capability.rng: Guest features can be in any order.
