WITH_LIBNL will only be defined on Linux platforms (because libnl is a
library written to encapsulate parts of netlink, which is a Linux-only
API), so it's redundant to write:

The original motivation for adding virNetDevIPCheckIPv6Forwarding
(commit 00d28a78b5) was that networking routes would disappear when
ipv6 forwarding was enabled for an interface.
This is a fairly undocumented side-effect of the "accept_ra" sysctl
for an interface. 1 means the interface will accept_ra's if not
forwarding, 2 means always accept_RAs; but it is not explained that
enabling forwarding when accept_ra==1 will also clear any kernel RA
assigned routes, very likely breaking your networking.
The check to warn about this currently uses netlink to go through all
the routes and then look at the accept_ra status of the interfaces.
However, it has been noticed that this problem does not affect systems
where IPv6 RA configuration is handled in userspace, e.g. via tools
such as NetworkManager. In this case, the error message from libvirt
is spurious, and modifying the forwarding state will not affect the RA
state or disable your networking.
If you refer to the function rt6_purge_dflt_routers() in the kernel,
we can see that the routes being purged are only those with the
kernel's RTF_ADDRCONF flag set; that is, routes added by the kernel's
RA handling. Why does it do this? I think this is a Linux
implementation decision; it has always been like that and there are
some comments suggesting that it is because a router should be
statically configured, rather than accepting external configurations.
The solution implemented here is to convert the existing check into a
walk of /proc/net/ipv6_route (because RTF_ADDRCONF is apparently not
exposed in netlink) and look for routes with this flag set. We then
check the accept_ra status for the interface, and if enabling
forwarding would break things raise an error.
This should hopefully avoid "interactive" users, who are likely to be
using NetworkManager and the like, having false warnings when enabling
IPv6, but retain the error check for users relying on kernel-based
IPv6 interface auto-configuration.

Currently, we are mixing: #if HAVE_BLAH with #if WITH_BLAH.
Things got way better with Pavel's work on meson, but apparently,
mixing these two lead to confusing and easy to miss bugs (see
31fb929eca for instance). While we were forced to use HAVE_
prefix with autotools, we are free to chose our own prefix with
meson and since WITH_ prefix appears to be more popular let's use
it everywhere.

Historically, this file was a dump for most of our helper
functions and needed almost everywhere.
With the introduction of virfile.h and virstring.h,
and more importantly, virenum.h and the introduction
of GLib, that is no longer true.

Remove many imports of sys/ioctl.h which are redundant,
and conditionalize remaining usage that needs to compile
on Windows platforms.
The previous change to remove the "nonblocking" gnulib
module indirectly caused the loss of the "ioctl" gnulib
module that we did not explicitly list in bootstrap.conf
despite relying on.
Rather than re-introduce the "ioctl" module this patch
makes it redundant.

The usleep function was missing on older mingw versions, but we can rely
on it existing everywhere these days. It may only support times upto 1
second in duration though, so we'll prefer to use g_usleep instead.
The commandhelper program is not changed since that can't link to glib.
Fortunately it doesn't need to build on Windows platforms either.

I had intended to make these changes to commit d40b820c before
pushing, but forgot about it during the day between the initial review
and ACK.
Neither change is significant - just returning immediately when
virNetDevGetName() fails (instead of logging a debug message first)
and eliminating a comment that adds to confusion rather than
eliminating it. Still, the changes should be made to be more
consistent with nearly identical code just a few lines up (added in
commit 7282f455)

When checking the setting of accept_ra, we have assumed that all
routes have a single nexthop, so the interface of the route would be
in the RTA_OIF attribute of the netlink RTM_NEWROUTE message. But
multipath routes don't have an RTA_OIF; instead, they have an
RTA_MULTIPATH attribute, which is an array of rtnexthop, with each
rtnexthop having an interface. This patch adds a loop to look at the
setting of accept_ra of the interface for every rtnexthop in the
array.

In many files there are header comments that contain an Author:
statement, supposedly reflecting who originally wrote the code.
In a large collaborative project like libvirt, any non-trivial
file will have been modified by a large number of different
contributors. IOW, the Author: comments are quickly out of date,
omitting people who have made significant contribitions.
In some places Author: lines have been added despite the person
merely being responsible for creating the file by moving existing
code out of another file. IOW, the Author: lines give an incorrect
record of authorship.
With this all in mind, the comments are useless as a means to identify
who to talk to about code in a particular file. Contributors will always
be better off using 'git log' and 'git blame' if they need to find the
author of a particular bit of code.
This commit thus deletes all Author: comments from the source and adds
a rule to prevent them reappearing.
The Copyright headers are similarly misleading and inaccurate, however,
we cannot delete these as they have legal meaning, despite being largely
inaccurate. In addition only the copyright holder is permitted to change
their respective copyright statement.

Using the new VIR_DEFINE_AUTOPTR_FUNC macro defined in
src/util/viralloc.h, define a new wrapper around an existing
cleanup function which will be called when a variable declared
with VIR_AUTOPTR macro goes out of scope. Also, drop the redundant
viralloc.h include, since that has moved from the source module into
the header.
When variables of type virNetDevIPAddrPtr and virNetDevIPRoutePtr
are declared using VIR_AUTOPTR, the functions virNetDevIPAddrFree
and virNetDevIPRouteFree, respectively, will be run
automatically on them when they go out of scope.

Man page for getifaddrs also states that the "ifa_addr" may contain

Add check for more than one RTA_OIF, even though this is rather
unlikely.
Get rid of the buggy switch / break as this code won't need to
handle more attributes.
Use VIR_WARNINGS_NO_CAST_ALIGN to fix impossible to fix
util/virnetdevip.c:560:17: error: cast increases required alignment of target type [-Werror=cast-align]
The exact family of the socket created for the fd used by ioctl(7)
doesn't matter, it just needs to be a socket and not a file. But for
some reason when macvtap support was added, it used
AF_PACKET/SOCK_DGRAM sockets for its ioctls; we later used the same
AF_PACKET/SOCK_DGRAM socket for new ioctls we added, and eventually
modified the other pre-existing ioctl sockets (for creating/deleting
bridges) to also use AF_PACKET/SOCK_DGRAM (that code originally used
AF_UNIX/SOCK_STREAM).
The problem with using AF_PACKET (intended for sending/receiving "raw"
packets, i.e. packets that can be some protocol other than TCP or UDP)
is that it requires root privileges. This meant that none of the
ioctls in virnetdev.c or virnetdevip.c would work when running
libvirtd unprivileged.
This packet solves that problem by changing the family to AF_UNIX when
creating the socket used for any ioctl().
When enabling IPv6 on all interfaces, we may get the host Router
Advertisement routes discarded. To avoid this, the user needs to set
accept_ra to 2 for the interfaces with such routes.

To avoid user mistakenly losing routes on their hosts, check
accept_ra values before enabling IPv6 forwarding. If a RA route is
detected, but neither the corresponding device nor global accept_ra
is set to 2, the network will fail to start.
After freeing the data structures we have to reset the counters to
zero. This fixes a segmentation fault when virNetDevIPInfoClear is
called twice (e.g. this is possible in virDomainNetDefParseXML() if
virDomainNetIPInfoParseXML(...) fails with ret < 0 (this leads to the
first call of 'virNetDevIPInfoClear(&def->guestIP)') and the resulting
call of virDomainNetDefFree(def) in the error path of
virDomainNetDefParseXML() (this leads to the second call of
virNetDevIPInfoClear(&def->guestIP), and finally to the segmentation
fault).

lxcContainerRenameAndEnableInterfaces() that adds all IP addresses and
IP routes to the interface, and puts it into a utility function
virNetDevIPInfoAddToDev() in virnetdevip.c so that it can be used by
anyone.
One small change in functionality -
lxcContainerRenameAndEnableInterfaces() previously would add all IP
addresses to the interface while it was still offline, then set the
interface online, and then add the routes. Because I don't want the
utility function to set the interface online, I've moved this up so
the interface is first set online, then IP addresses and routes are
added. This is the same order that the network service from
initscripts (in ifup-ether) does it, so it shouldn't pose any problem
(and hasn't, in the tests that I've run).

Commit cf0568b0af moved a bunch of functions from virNetDev
to the more specific virNetDevIP; however, not all of the
existing uses were moved properly, causing build failures on
FreeBSD.
Complete the transition to the new names and drop the
obsolete declarations from the header file while at it.

There are currently two places in the domain where this combination is
used, and there is about to be another. This patch puts them together
for brevity and uniformity.
As with the newly-renamed virNetDevIPAddr and virNetDevIPRoute
objects, the new virNetDevIPInfo object will need to be accessed by a
utility function that calls low level Netlink functions (so we don't
want it to be in the conf directory) and will be called from multiple
hypervisor drivers (so it can't be in any hypervisor directory); the
most appropriate place is thus once again the util directory.
The parse and format functions are in conf/domain_conf.c because only
the domain XML (i.e. *not* the network XML) has this exact combination
of IP addresses plus routes. Note that virDomainNetIPInfoFormat() will
end up being the only caller to virDomainNetRoutesFormat() and
virDomainNetIPsFormat(), so it will just subsume those functions in a
later patch, but we can't do that until they are no longer called.
(It would have been nice to include the interface name within the
virNetDevIPInfo object (with a slight name change), but that can't
be done cleanly, because in each case the interface name is provided
in a different place in the XML relative to the routes and IP
addresses, so putting it in this object would actually make the code
more confused rather than simpler).
