The intent here is to allow the virt drivers to be run directly embedded
in an arbitrary process without interfering with libvirtd. To achieve
this they need to store all their configuration & state in a separate
directory tree from the main system or session libvirtd instances.
This can be useful for doing testing of the virt drivers in "make check"
without interfering with the user's own libvirtd instances.
It can also be used for applications using KVM/QEMU as a piece of
infrastructure to build an service, rather than for general purpose
OS hosting. A long standing example is libguestfs, which would prefer
if its temporary VMs did show up in the main libvirtd VM list, because
this confuses apps such as OpenStack Nova. A more recent example would
be Kata which is using KVM as a technology to build containers.

due to the /var/run -> /run symlink.

When running in libvirtd, we are happy for any of the drivers to simply
skip their initialization in virStateInitialize, as other drivers are
still potentially useful.
When running in per-driver daemons though, we want the daemon to abort
startup if the driver cannot initialize itself, as the daemon will be
useless without it.

In unprivileged libvirtd this ends up locking

exception is sanlock which expects the application to include <stdint.h>

Add a localOnly flag to the virConnectDriver struct which allows a

Allow the possibility of opening a connection to only the interface
driver, by defining interface:///system and interface:///session URIs
and registering a fake hypervisor driver that supports them.
The hypervisor drivers can now directly open a interface driver
connection at time of need, instead of having to pass around a
virConnectPtr through many functions. This will facilitate the later
change to support separate daemons for each driver.

For stateless, client side drivers, it is never correct to
probe for secondary drivers. It is only ever appropriate to
use the secondary driver that is associated with the
hypervisor in question. As a result the ESX & HyperV drivers
have both been forced to do hacks where they register no-op
drivers for the ones they don't implement.
For stateful, server side drivers, we always just want to
use the same built-in shared driver. The exception is
virtualbox which is really a stateless driver and so wants
to use its own server side secondary drivers. To deal with
this virtualbox has to be built as 3 separate loadable
modules to allow registration to work in the right order.
This can all be simplified by introducing a new struct
recording the precise set of secondary drivers each
hypervisor driver wants
struct _virConnectDriver {
virHypervisorDriverPtr hypervisorDriver;
virInterfaceDriverPtr interfaceDriver;
virNetworkDriverPtr networkDriver;
virNodeDeviceDriverPtr nodeDeviceDriver;
virNWFilterDriverPtr nwfilterDriver;
virSecretDriverPtr secretDriver;
virStorageDriverPtr storageDriver;
};
Instead of registering the hypervisor driver, we now
just register a virConnectDriver instead. This allows
us to remove all probing of secondary drivers. Once we
have chosen the primary driver, we immediately know the
correct secondary drivers to use.

Since virInterfaceFree will call virObjectUnref anyway, let's just use that
directly so as to avoid the possibility that we inadvertently clear out
a pending error message when using the public API.
In the previous commit the helper function was prepared, so now
we can wire it up and benefit from it. The Makefile change is
required because we're including virnedev,h which includes
virnetlink.h which tries to include netlink/msg.h. However this
file is not under /usr/include directly but is dependent on libnl
used.

Ensure that all APIs which list interface objects filter
them against the access control system.
This makes the APIs for listing names and counting devices
slightly less efficient, since we can't use the direct
