93b15ba0f2 qemu: fix hang in p2p + xbzrle compression + parallel migration
When we do parallel migration, The multifd-channels migration parameter
needs to be set on the destination side as well before incoming migration
URI, unless we accept the default number of connections(2).

Usually, This can be correctly handled by libvirtd. But in this case if
we use p2p + xbzrle compression without parameter '--comp-xbzrle-cache',
qemuMigrationParamsDump returns too early, The corresponding migration
parameter will not be set on the destination side, It results QEMU hangs.

Reproducer:
virsh migrate --live --p2p --comp-methods xbzrle \
--parallel --parallel-connections 3 GUEST qemu+ssh://dsthost/system

or

virsh migrate --live --p2p --compressed \
--parallel --parallel-connections 3 GUEST qemu+ssh://dsthost/system

a1dec315c9 qemu: Don't set migration caps when changing postcopy bandwidth
The qemuMigrationParamsApply internal API was designed to apply all
migration parameters and capabilities before we start to migrate a
domain. While migration parameters are only passed to QEMU when we
explicitly want to set a specific value, capabilities are always either
enabled or disabled.

Thus when this API is called outside migration job, e.g., via a call to
qemuDomainMigrateSetMaxSpeed with VIR_DOMAIN_MIGRATE_MAX_SPEED_POSTCOPY
flag, we would call migrate-set-capabilities and disable all
capabilities. However, changing capabilities while migration is already
running does not make sense and our code should never be trying to do
so. In fact QEMU even reports an error if migrate-set-capabilities is
called during migration and qemuDomainMigrateSetMaxSpeed would fail
with:

internal error: unable to execute QEMU command
    migrate-set-capabilities: There's a migration process in progress

With this patch qemuMigrationParamsApply never tries to call
migrate-set-capabilities outside of migration job. When the capabilities
bitmap is all zeros (which is its initial value after
qemuMigrationParamsNew), we just skip the command. But when any
capability bit is set to 1 by a non-migration job, we report an error to
highlight a bug in our code.

4370ac84f8 qemu: Fix domain resume after failed migration
Libvirt relies on being able to kill the destination domain and resume
the source one during migration until we called "cont" on the
destination. Unfortunately, QEMU automatically activates block devices
at the end of migration even when it's called with -S. This wasn't a big
issue in the past since the guest is not running and thus no data are
written to the block devices. However, when QEMU introduced its internal
block device locks, we can no longer resume the source domain once the
destination domain already activated the block devices (and thus
acquired all locks) unless the destination domain is killed first.

Since it's impossible to synchronize the destination and the source
libvirt daemons after a failed migration, QEMU introduced a new
migration capability called "late-block-activate" which ensures QEMU
won't activate block devices until it gets "cont". The only thing we
need to do is to enable this capability whenever QEMU supports it.
