13248e1688 qemu: add vhost-user helpers 
Add qemuVhostUserFetchConfigs() to discover vhost-user helpers.

qemuVhostUserFillDomainGPU() will find the first matching GPU helper
with the required capabilities and set the associated
vhost_user_binary.
