This code snippet has clearly been cargo-culted, and all its
instances can be safely dropped seeing as 1) a much better
way to handle the scenario in C programs would be to pass the
value via the preprocessor, and 2) the value is actually not
used anywhere after being defined.

All of the ones being removed are pulled in by internal.h. The only
exception is sanlock which expects the application to include <stdint.h>
before sanlock's headers, because sanlock prototypes use fixed width
int, but they don't include stdint.h themselves, so we have to leave
that one in place.

Move the qemuCaps checks over to qemuDomainControllerDefValidatePCI.
This requires two test updates in order to set the correct capability
bit for an xml2xml test as well as setting up the similar capability
for the pseries memlocktest.
virDomainDef is not an instance of virObject thus
virObjectUnref() is not the correct function to be called.

All the pieces are now in place, so we can finally start
using isolation groups to achieve our initial goal, which is
separating hostdevs from emulated PCI devices while keeping
hostdevs that belong to the same host IOMMU group together.

Later on we're going to need access to information about IOMMU
groups for host devices. Implement the support in virpcimock,
and start using that mock library in a few QEMU test cases.
