This sets the GLib event loop as the impl when calling
virEventRegisterDefaultImpl(). This remains a private
impl detail of libvirt, so applications must *NOT*
assume that a call to virEventRegisterDefaultImpl()
results in a GLib based event loop.
They should continue to use the libvirt-glib API
gvir_event_register() if they explicitly want to guarantee
a GLib event loop.
This follows the general principal that the libvirt public
API should not expose the fact that GLib is being used
internally.

When using GNULIB with Winsock, libvirt will never see the normal HANDLE
objects, instead GNULIB guarantees that libvirt gets a C runtime file
descriptor. The GNULIB poll impl also expects to get C runtime file
descriptors rather than HANDLE objects. Document this behaviour so that
it is clear to applications providing event loop implementations if they
need Windows portability.

In many files there are header comments that contain an Author:
statement, supposedly reflecting who originally wrote the code.
In a large collaborative project like libvirt, any non-trivial
file will have been modified by a large number of different
contributors. IOW, the Author: comments are quickly out of date,
omitting people who have made significant contribitions.
In some places Author: lines have been added despite the person
merely being responsible for creating the file by moving existing
code out of another file. IOW, the Author: lines give an incorrect
record of authorship.
With this all in mind, the comments are useless as a means to identify
who to talk to about code in a particular file. Contributors will always
be better off using 'git log' and 'git blame' if they need to find the
author of a particular bit of code.
This commit thus deletes all Author: comments from the source and adds
a rule to prevent them reappearing.
The Copyright headers are similarly misleading and inaccurate, however,
we cannot delete these as they have legal meaning, despite being largely
inaccurate. In addition only the copyright holder is permitted to change
their respective copyright statement.

All of the ones being removed are pulled in by internal.h. The only
exception is sanlock which expects the application to include <stdint.h>
before sanlock's headers, because sanlock prototypes use fixed width
int, but they don't include stdint.h themselves, so we have to leave
that one in place.

The function virEventRegisterImpl() checks the attempt to replace the
registered events. But there is a duplicate variable inside the IF statement.
The variable 'removeHandleImpl' was wrongly repeated. One of them needs to be
replaced by 'removeTimeoutImpl'.

Although not previously explicitly documented, the expectation for
the libvirt event loop is that an implementation is registered early
in application startup, before calling any libvirt APIs and then
run forever after. Replacing a previously registered event loop is
not safe & subject to races even if virConnectClose has been called
on open handles, due to delayed deregistration of callbacks during
conenction close.

Event implementations need to be registered before a connection to the
Hypervisor is opened, otherwise event handling can be impaired (e.g.
delayed messages). This fact is referenced in an e-mail [1], but should
also be noted in the documentation of the registration functions.

Any source file which calls the logging APIs now needs
to have a VIR_LOG_INIT("source.name") declaration at
the start of the file. This provides a static variable
of the virLogSource type.

Since libvirt 0.9.3, the entire virevent.c file has been a public
API, so improve the documentation in this file. Also, fix a
potential core dump - it could only be triggered by bogus use of
the API and would only affect the caller (not libvirtd), but we
might as well be nice.

In commit 6d41cb8, the interface for virEventAddHandleFunc was changed.
This patch updates the documentation for virEventAddHandle to reflect
the new significance of the return value. Also, both functions now
mention -1 for failure.
Commit 6094ad7b (0.9.3 release) promoted several functions from
internal to public, but forgot to fix the documentation generator
to provide details about those functions.
