Currently, we are mixing: #if HAVE_BLAH with #if WITH_BLAH.
Things got way better with Pavel's work on meson, but apparently,
mixing these two lead to confusing and easy to miss bugs (see
31fb929eca for instance). While we were forced to use HAVE_
prefix with autotools, we are free to chose our own prefix with
meson and since WITH_ prefix appears to be more popular let's use
it everywhere.

To prepare for a conversion to GObject, we need virObjectUnref
to have the same API design as g_object_unref, which means it
needs to be void.
A few places do actually care about the return value though,
and in these cases a thread local flag is used to determine
if the dispose method was invoked.

The server needs to use CA certificate, CRL, server certificate/key to
complete the TLS handshake. If these files change, we needed to restart
libvirtd for them to take effect. This API can update the TLS context
*ONLINE* without restarting libvirtd.
