Don't hide our use of GHashTable behind our typedef. This will also

This code snippet has clearly been cargo-culted, and all its
instances can be safely dropped seeing as 1) a much better
way to handle the scenario in C programs would be to pass the
value via the preprocessor, and 2) the value is actually not
used anywhere after being defined.

Require that all headers are guarded by a symbol named
LIBVIRT_$FILENAME
where $FILENAME is the uppercased filename, with all characters
outside a-z changed into '_'.
Note we do not use a leading __ because that is technically a
namespace reserved for the toolchain.

This removes the virNWFilterHashTableFree, virNWFilterHashTablePut
and virNWFilterHashTableRemove methods, in favour of just calling
the virHash APIs directly.
The virNWFilterHashTablePut method was unreasonably complex because
the virHashUpdateEntry already knows how to create the entry if it
does not currently exist.

Remove pointless storage of var names in virNWFilterHashTable
Thus, this struct wrapper adds no real value over just using the
virHashTable directly, but brings the complexity of needing to derefence
the hashtable to call virHash* APIs, and adds extra memory allocation
step.
To minimize code churn this just turns virNWFilterHashTable into a
typedef aliases virHashTable.

Right-aligning backslashes when defining macros or using complex
commands in Makefiles looks cute, but as soon as any changes is
required to the code you end up with either distractingly broken
alignment or unnecessarily big diffs where most of the changes
are just pushing all backslashes a few characters to one side.

When running tests in a restricted container (as opposed to a full
OS install), we can't assume ebtables/iptbles/ip6tables are going
to be installed. We must check this and mark the tests as skipped.

Some of the nwfilter tests are now failing since --concurrent shows
up in the ebtables command. To avoid this, implement a function
preventing the probing for lock support in the eb/iptables tools
and use it in the tests.

Create a nwfilterxml2firewalltest to exercise the
ebiptables_driver.applyNewRules method with a variety of
different XML input files. The XML input files are taken
from the libvirt-tck nwfilter tests. While the nwfilter
tests verify the final state of the iptables chains, this
test verifies the set of commands invoked to create the
chains.
