test_conf: Resolve Coverity RESOURCE_LEAK

If the condition 'ret < 0' is true, the code will jump to
'cleanup' and 'conf' won't be freed.

VIR_ALLOC and friends.

rename tests/conftest.c
...
To prevent confusion with configure's popular name
for a file, rename conftest.c to test_conf.c which
is consistent with the invoking test_conf.sh
