568a417224 Enforce a standard header file guard symbol name
Require that all headers are guarded by a symbol named

  LIBVIRT_$FILENAME

where $FILENAME is the uppercased filename, with all characters
outside a-z changed into '_'.

Note we do not use a leading __ because that is technically a
namespace reserved for the toolchain.

600462834f Remove all Author(s): lines from source file headers
In many files there are header comments that contain an Author:
statement, supposedly reflecting who originally wrote the code.
In a large collaborative project like libvirt, any non-trivial
file will have been modified by a large number of different
contributors. IOW, the Author: comments are quickly out of date,
omitting people who have made significant contribitions.

In some places Author: lines have been added despite the person
merely being responsible for creating the file by moving existing
code out of another file. IOW, the Author: lines give an incorrect
record of authorship.

With this all in mind, the comments are useless as a means to identify
who to talk to about code in a particular file. Contributors will always
be better off using 'git log' and 'git blame' if they need to  find the
author of a particular bit of code.

This commit thus deletes all Author: comments from the source and adds
a rule to prevent them reappearing.

The Copyright headers are similarly misleading and inaccurate, however,
we cannot delete these as they have legal meaning, despite being largely
inaccurate. In addition only the copyright holder is permitted to change
their respective copyright statement.

This reverts commit bc8a99ef06.

The vhostuser is not a TAP. Therefore our QoS code is not able to
set any bandwidth. I don't really understand what I was thinking.

Since vhostuser type is really a tap that is just plugged into
different type of bridge, supporting QoS is trivial.

Since the code checks and handles NULL parameters, remove the NONNULL
from the prototype.

Also fix the comment in the source to reference the right name.

5c668a78d8 qemu: add udp interface support
Adds a new interface type using UDP sockets, this seems only applicable
to QEMU but have edited tree-wide to support the new interface type.

The interface type required the addition of a "localaddr" (local
address), this then maps into the following xml and qemu call.

QEMU call:
	-net socket,udp=127.0.0.1:11112,localaddr=127.0.0.1:22222

Notice the xml "local" entry becomes the "localaddr" for the qemu call.

a605025c21 conf: Increase virNetDevBandwidthParse intelligence
There's this function virNetDevBandwidthParse which parses the
bandwidth XML snippet. But it's not clever much. For the
following XML it allocates the virNetDevBandwidth structure even
though it's completely empty:

    <bandwidth>
    </bandwidth>

Later in the code there are some places where we check if
bandwidth was set or not. And since we obtained pointer from the
parsing function we think that it is when in fact it isn't.

22cff52a2b network: Add network bandwidth support to ethernet interfaces
Ethernet interfaces in libvirt currently do not support bandwidth setting.
For example, following xml file for an interface will not apply these
settings to corresponding qdiscs.

ec6474b245 bandwidth: add new 'floor' attribute
This is however supported only on domain interfaces with
type='network'. Moreover, target network needs to have at least
inbound QoS set. This is required by hierarchical traffic shaping.

From now on, the required attribute for <inbound/> is either 'average'
(old) or 'floor' (new). This new attribute can be used just for
interfaces type of network (<interface type='network'/>) currently.

f9ce7dad60 Desert the FSF address in copyright
Per the FSF address could be changed from time to time, and GNU
recommends the following now: (http://www.gnu.org/licenses/gpl-howto.html)

  You should have received a copy of the GNU General Public License
  along with Foobar.  If not, see <http://www.gnu.org/licenses/>.

This patch removes the explicit FSF address, and uses above instead
(of course, with inserting 'Lesser' before 'General').

Except a bunch of files for security driver, all others are changed
automatically, the copyright for securify files are not complete,
that's why to do it manually:

The src/util/network.c file is a dumping ground for many different
APIs. Split it up into 5 pieces, along functional lines

 - src/util/virnetdevbandwidth.c: virNetDevBandwidth type & helper APIs
 - src/util/virnetdevvportprofile.c: virNetDevVPortProfile type & helper APIs
 - src/util/virsocketaddr.c: virSocketAddr and APIs
 - src/conf/netdev_bandwidth_conf.c: XML parsing / formatting
   for virNetDevBandwidth
 - src/conf/netdev_vport_profile_conf.c: XML parsing / formatting
   for virNetDevVPortProfile

* src/util/network.c, src/util/network.h: Split into 5 pieces
