The document grew a bit too much explaining all the mistakes we've seen
the users do when configuring logging. Add a section distilling the
configuration of the most basic scenario which we can refer to when
upstream issues are reported. The scenario is for a runtime setting of
logging into a file applied to the 'virtqemud' daemon.

When using runtime setting of logging with 'virt-admin' it can be
confusing that the settings are discarded when the shutdown timeout of a
daemon is reached.
Add a note about this behaviour along with a suggestion to use
virt-admin to disable the behaviour if needed.

Modular daemons are now the default in many new installations, thus we
need to include steps how to determine that modular daemons are used and
modular-daemon specific locations for the config files and admin URIs.

Rationale for the changes:
* access can be filtered out entirely, as nothing very
interesting is produced by the only other component in the
same package (access.accessdriverpolkit);
* util.udev doesn't exist.
Related filters are also more consistently grouped together.

Promote the 'What to attach?' section to a first level heading and
request also the XML config of a VM, coredump backtrace if something
crashed and ask to not tear down the environment for the possibility to
ask for additional data.

There are two modifications of the document compared to the wiki
version:
1) The link for reporting a bug agains libvirt was modified to use the
gitlab issue tracker.
2) The link to URI specification details is changed to 'https' protocol.
