Andrea Bolognani	87eabeb17d	qemu: Add QEMU_CAPS_DEVICE_SPAPR_VTY ... Up until now we assumed the spapr-vty device would always be present, which is not very nice. Most of the time it's okay to leave this up to negotiation between the guest and the host, but in some situations it can be useful to manually decide the behavior, especially to enforce its availability.
