b11e8cccdd Remove virutil.h from all header files
After the split of enum functions into virenum.h,
this function does not contain anything worth including
in another header file.

285c5f28c4 util: Move enum convertors into virenum.(c|h)
virutil.(c|h) is a very gross collection of random code. Remove the enum
handlers from there so we can limit the scope where virtutil.h is used.

568a417224 Enforce a standard header file guard symbol name
Require that all headers are guarded by a symbol named

  LIBVIRT_$FILENAME

where $FILENAME is the uppercased filename, with all characters
outside a-z changed into '_'.

Note we do not use a leading __ because that is technically a
namespace reserved for the toolchain.

600462834f Remove all Author(s): lines from source file headers
In many files there are header comments that contain an Author:
statement, supposedly reflecting who originally wrote the code.
In a large collaborative project like libvirt, any non-trivial
file will have been modified by a large number of different
contributors. IOW, the Author: comments are quickly out of date,
omitting people who have made significant contribitions.

In some places Author: lines have been added despite the person
merely being responsible for creating the file by moving existing
code out of another file. IOW, the Author: lines give an incorrect
record of authorship.

With this all in mind, the comments are useless as a means to identify
who to talk to about code in a particular file. Contributors will always
be better off using 'git log' and 'git blame' if they need to  find the
author of a particular bit of code.

This commit thus deletes all Author: comments from the source and adds
a rule to prevent them reappearing.

The Copyright headers are similarly misleading and inaccurate, however,
we cannot delete these as they have legal meaning, despite being largely
inaccurate. In addition only the copyright holder is permitted to change
their respective copyright statement.

5645badd1f gic: Remove VIR_GIC_VERSION_DEFAULT
The QEMU default is GICv2, and some of the code in libvirt
relies on the exact value. Stop pretending that's not the
case and use GICv2 explicitly where needed.

12209ba5bd qemu: Probe GIC capabilities
QEMU introduced the query-gic-capabilities QMP command
with commit 4468d4e0f383: use the command, if available,
to probe available GIC capabilities.

The information obtained is stored in a virQEMUCaps
instance, and will be later used to fill in a
virDomainCaps instance.

d8fc7e05f8 gic: Introduce VIR_GIC_VERSION_DEFAULT alias
GIC v2 is the default, but checking against that specific version when
we want to know whether the default has been selected is potentially
error prone; using an alias instead makes it safer.

e76bef7f7b gic: Introduce virGICVersion enumeration
We currently blindly accept any numeric value as a GIC version, even
though only GIC v2 and GIC v3 actually exist; on the other hand, we
reject "host", which is a perfectly legitimate value for QEMU guests.

This new enumeration contains all GIC versions libvirt is aware of.
