Introduce 'isa' controller type. In domain XML it looks this way:
...
<controller type='isa' index='0'>
<address type='pci' domain='0x0000' bus='0x00' slot='0x01'
function='0x0'/>
</controller>
...
Currently, this is needed for the bhyve driver to allow choosing a
specific PCI address for that. In bhyve, this controller is used to
attach serial ports and a boot ROM.

Until recently, an <interface type='network'> would automatically be
assigned model "rtl8139", which in turn would lead to the device being
assigned a PCI address on a conventional PCI controller (i.e. a
pcie-to-pci-bridge). If the network was a typical Linux host
bridge-based network that used an emulated device, this would be
appropriate, since the guest actually would get an emulated rtl8139
NIC, and that device is a conventional PCI device.
However, if the network being used was a pool of hostdev devices, the
guest would get an actual PCIe network device assigned from the host
via VFIO; while the interface model in that case is irrelevant for the
QEMU commandline to assign the device, the PCI address would have
already been assigned prior to runtime, so the address assignment
would be done based on the model='rtl8139' - a conventional PCI
device. VFIO assignment of a PCIe device to a conventional PCI slot
works, but we would rather have these devices in a PCIe slot.
Since commit bdb8f2e418, if <interface type='network'> points to a
etwork that is a pool of hostdev devices, the interface model will be
_unset_ by default. This patch uses that information when deciding
what type of slot to assign to the device: since all hostdev network
interfaces are SR-IOV VFs, and *all* SR-IOV network cards are PCIe, it
is safe to assume that the VFs are PCIe and we should assign then to a
PCIe slot in the guest.

virDomainPCIAddressBusSetModel() is called for each PCI controller
when building an address set prior to assiging PCI addresses to

This patch adds a new argument, allowHotplug, to that function that
can be set to false if we know for certain that a particular
controller won't support hotplug
The most interesting case is in qemuDomainPCIAddressSetCreate(), where
the config of each existing controller is available while building the
address set, so we can appropriately set allowHotplug = false when the
user has "hotplug='off'" in the config of a controller that normally
would support hotplug. In all other cases, it is set to true or false
in accordance with the capability of the controller model.

This patch introduces a new PCI hostdev address type called
'unassigned'. This new type gives users the option to add
PCI hostdevs to the domain XML in an 'unassigned' state, meaning
that the device exists in the domain, is managed by Libvirt
like any regular PCI hostdev, but the guest does not have
access to it.
This adds extra options for managing PCI device binding
inside Libvirt, for example, making all the managed PCI hostdevs
declared in the domain XML to be detached from the host and bind
to the chosen driver and, at the same time, allowing just a
subset of these devices to be usable by the guest.
Next patch will use this new address type in the QEMU driver to
avoid adding unassigned devices to the QEMU launch command line.

A common operation in qemu_domain_address is comparing a
virPCIDeviceAddress and assigning domain, bus, slot and function
to a specific value. The former can be done with the existing
virPCIDeviceAddressEqual() helper, as long as we provide
a virPCIDeviceAddress to compare it to.
The later can be done by direct assignment of the now existing
virPCIDeviceAddress struct. The defined values of domain, bus,
slot and function will be assigned to info->addr.pci, the other
values are zeroed (which happens to be their default values too).
It's also worth noticing that all these assignments are being
conditioned by virDeviceInfoPCIAddressIsPresent() calls, thus it's
sensible to discard any non-zero values that might happen to exist
in @cont->info.addr, if we settled beforehand that @cont->info.addr
is not present or bogus.

which adds e1000e, virtio-transitional, virtio-non-transitional,

Because the qemu driver has historically also allowed the raw
model string onto the qemu command line, this isn't a full
conversion. Unwinding that will require more thought. However
for all new driver code we should be adding explicit enum

trying to use PCI addresses only to fail immediately afterwards
when we realize we can't use the necessary controllers.
Note that this additional check is basically moot for ARM virt

the architecture well before guest OS support had been widely
available; however, the opposite is true for RISC-V, and tweaking
the code this way will allow us to share it between architectures.

xenbus is virtual controller (akin to virtio controllers) for Xen
paravirtual devices. Although all Xen VMs have a xenbus, it has
never been modeled in libvirt, or in Xen native VM config format
for that matter.
Recently there have been requests to support Xen's max_grant_frames

of xenbus. It describes the maximum IO buffer space (or DMA space)
available in xenbus for use by connected paravirtual devices. This
