Daniel P. Berrange d64e852b5a Remove obsolete cgroups creation apis 
The virCgroupNewDomainDriver and virCgroupNewDriver methods
are obsolete now that we can auto-detect existing cgroup
placement. Delete them to reduce code bloat.
