Daniel Henrique Barboza ca4238ba73 domain_cgroup.c: add virDomainCgroupSetupMemtune()
virLXCCgroupSetupMemTune() and qemuSetupMemoryCgroup() shares
duplicated code that can be put in a new helper to avoid
code repetition.
