Eric Blake 78b139b0bd maint: enforce comma style usage
Enforce and document the style set up by the previous patches.

* build-aux/bracket-spacing.pl: Add comma checks.
* docs/hacking.html.in: Document the rules.
* HACKING: Regenerate.
