Many users, who admin their own machines, want to be able to access system libvirtd via tools like virt-manager without having to enter a root password. Just google 'virt-manager without password' and you'll find many hits. I've read at least 5 blog posts over the years describing slightly different ways of achieving this goal. Let's finally add official support for this. Install a polkit-1 rules file granting password-less auth for any user in the new 'libvirt' group. Create the group on RPM install https://bugzilla.redhat.com/show_bug.cgi?id=957300

LibVirt : simple API for virtualization Libvirt is a C toolkit to interact with the virtualization capabilities of recent versions of Linux (and other OSes). It is free software available under the GNU Lesser General Public License. Virtualization of the Linux Operating System means the ability to run multiple instances of Operating Systems concurrently on a single hardware system where the basic resources are driven by a Linux instance. The library aim at providing long term stable C API initially for the Xen paravirtualization but should be able to integrate other virtualization mechanisms if needed.
