Michal Privoznik c2130c0d47 qemu_security: Introduce ImageLabel APIs ...

Just like we need wrappers over other virSecurityManager APIs, we
need one for virSecurityManagerSetImageLabel and
virSecurityManagerRestoreImageLabel. Otherwise we might end up
relabelling device in wrong namespace.
