No need to repeat code for formatting typed parameters.

* tools/virsh.c (vshGetTypedParamValue): Support strings, and exit
on OOM.
(cmdSchedinfo, cmdBlkiotune, cmdMemtune, cmdBlkdeviotune): Use
it for less code.
